Yeah, this is not an actual cosplay. I saw this picture on a Japanese board recently, it's taken randomly (secretly) by an anonymous while waiting for the train. It just so happens that the girl dressed like Strawberry Panic's Yaya.
@ BOiNG! Yup it's Yaya-chan ^^. Can it really be coincidence? I think it's partly cosplay. She wears the exact same short pants and red top too. Not to mention her body looks just as beautiful as Yaya's. I think it's pretty ecchi to wear something like that in public. I think she knows Yaya's maybe and wanted to dress as ecchi as that.
Hm... that train map looks like the Osaka Loop on the Keihan line.
EDIT:

Japanese phones can't take pictures discreetly. All Japanese phones will make sounds when taking pictures, even on silent mode. The reason why all Japanese phones are required to make sounds when taking a picture is to reduce phone voyeur. They have a problem with that in Japan.

Did I ever mentioned that the picture was taken with a cam phone? I sure don't. People have digital cameras there you know. Besides, people still use cam phones to take discreet shots anyway regardless of the sound. If you think about it, one could easily take any random shots in this particular environment.
a digital cam would do it. Those don't make any sounds when taking a picture.
Um.. what's the difference between a phone with a camera and a cam phone? All Japanese phones with cameras play a loud sound when taking pictures from a phone camera so people know they are getting their picture taken. Judging from the fact that there is not a train on routes 1 and 2, and adding my own personal experience of using the Keihan in Japan, that girl should know she's getting her picture taken if it's by a camera phone since it should be relatively quiet at the station at that moment and the cellphone looks within earshot of her.
However, if the guy is using a digital camera, he could probably get away with it.
