For the DVDs I have (animes), no subs, either Japanese or English. There might be closed captions but I really don't know.
For the picture and sound quality, well I don't have the same titles to compare. :p But from my experience, they doesn't seem to be different.

As far as I've seen so far living here in Japan for a while (I'm on study abroad), about 99.6% of the Japanese R2 DVDs do NOT have subtitles. Saikano was an exception and I believe there was one other series, but it slips my mind. Also the DVD prices here (mainly seen in Akihabara), are very pricey, granted they sometime come with an extra goodie here and there, but some of the price tags are rediculous; eg. the Azumanga Daioh Box Set sells for just about $150 US, and that's the used price. While Akihabara is indeed wonderful, I will not be buying any anime DVDs here, as they're just not worth it ($60 US for 2 episodes/DVD). Be thankful for fansubbers and raw grabbers!!!!

most animes are released in japanese with no subs in english in japan as most people don't speak english there if at all. its better just to get an american release as these days most of them have come out ucut on dvd with bilingual subbing and dubbing.

also some japanese people buy american dvds instead due to it being cheaper and uncut with lets say hentai, because in japan its illegal and disrespectful to the culture to show a guys dick and balls and a girls pussy, basically no genitals are shown lol. but yeah the prices their are outrageous, but they r worth out as sometimes an anime takes years until it gets licensed in the US, and the goodies that usually come with japanese dvds are collectibles.

Actually, there are a few cases of english subs on Japanese DVDs, simply because Japan shares a region with the UK (Region 2) - sometimes it's simpler just to do one DVD for both markets. Aside from Saikano, I believe that GitS 2 and FLCL both have english subs on the japanese DVDs.

true, but they are only but a few rare instances.

Theres also the oddity of the Vampire Hunter D Bloodlust DVD, which was originally English dubbed to begin with.
Saikano is the only other one I know to have English subs out of the box.

the reason it might have been dubbed first is most probably due to the obvious fact that some shows do way better in the US than in japan such as hellsing or trigun, which probably most japanese people hardly remember.

The new releases of almost all the Ghibli movies have english subtitles and sometimes french also. The Japanese release of Spirited away can be watched in French dub.
