I want to propose this first:The direction where the junior member was made to restrict that to a self-introduction chat for the first time when [ first ] carrying out thread creation, post and may say.
I exchanged private mail with HereAtThere about the rule today.
I sent such a mail first.
"I want to put the link to a rule on all hongfire pages.
Because unless I will look for a rule actively, I think that it does not go into an eye.But I think nice idea that Chaotic Heavens put it signature ."

it might work, but i think threatening isn't such a good idea since if there Is one member who didn't read the rules and Did Not get banned, then it won't work anymore

In this hongfire com, my uneasiness may be free anxiety.
I feel uneasy to the Japanese who lives in the same Japan especially as me.
I think that there are many breach-of-the-rules persons also to the bbs site of what in the world.
However, if it does not BAN as long as there is no much thing, since "2 channels" mostly allowed freedom altogether in Japan is too famous, they tend to have misunderstanding.
It happens by this hongfire and I am apprehensive about Japanese people giving people of other countries misapprehension.

but how do you get people to read the rules for sure?
You can do something like require an "I agree to the rules and have read the faq"-checkbox to be clicked with either the rules & faq's front of it or a link to it. I'm not sure that will help though. I usually skim through such things (licence agreements and stuff). But it's not scaring, and at least makes people notice.
(Actually I did read the rules en faq's :p, this is the first forum I've subscribed to, so I thought it wouldn't hurt to take a look, being a total newbie to forums :D)

Banning right after they violate the rules for the first time is really not a good practice. Although, I'm not suggesting that they should feel free to violate the rules. I can't say much about this matter but let's just say we are currently looking into this rule offence thing. So, please don't worry about it. Just continue your activity and you can also report the rule offenders by using report bad post button (http://www.hongfire.com/forum/tinhxuan/buttons/report.gif). It will help the moderators in case they might overlook it.

It will help the moderators in case they might overlook it.
so that means a new member will recieve a "bad post" everytime for asking a qeustion that is already answered in the FAQs and rules?

Well, you don't have to report all of them. Maybe just the obvious ones such as posting request or normal discussion in the torrent forums, asking for support in the general discussion forum, signature picture over limit, etc. You get the idea.
Also, please be nice to the new members because they might just forget the rule for a moment when they make a post. :)

I consider... Although surely there is also a severe person among newcomers, it is that there are also those which he does not notice that it is to do the severe thing. The people which take care of a newcomer to a fortunate thing are in hongfire.
Do you tie up the things and talk and doesn't it think of you?

Does reporting has any real negative effects (aside from not adding the post to your post count) for the poster? 'Cause I would kinda feel bad reporting someone who just accidently made a mistake if it really is negative for them. Meaning I probably wouldn't report them :p.
May be you're right. But some NEW member that's REALLY doesn't know anything and don't really want to do that will be involve...
Isn't that's too cruel for them?
Anyway, it's just my opnion.

If the violation is an obvious one like posting in torrent forums without torrent files, the posters will be contacted by the mods. Although, I don't know the details regarding how they deal with that matter.
Don't worry about it. Feel free to report anytime but only if it's rule offending. Please don't report because you just don't like the post. :D And even if you don't report, sooner or later the mods would find it and move/remove it anyway.

Firli, There is no immediate negative effect when you report a member's post. As in, there is no point system to show that member is a bad member, etc like Neg Reputation points. However, reporting a member's post with no vaild reason will just annoy us, but in most case, we'll just ignore it, until it becomes irriating. Then we'll deal with the person in quetion abusing the !Report Feature.
We encourage members to use the !Report feature when a thread is mis-placed, voliation to the rules, duplicate, or just general spam.
And for the record, we DO BAN members that causes problems to the community.
Now as for the original poster... I'm having a hard time comprehending what LITTLE BY LITTLE's post is about. My engrish isn't that good, and of course, not to offend you, LITTLE BY LITTLE, since I can understand your native language is not that of english. So can someone repost a summary of what they're talking about? But from what I can gather, you are imposing a rule about junior members being able to only post in the general chat area only, such as the Introduction Forum? -and pasting FAQ/Rule link all over the boards?
Well before we get into all that. Let me just explain the moderation team in this community is very lenient. This is what makes this place such a nice / kind hearted community. We don't want to "force" you to follow all the guidelines, but encourage you all to "try" and follow them. We all dealt with repetitive questions and provide the same answer over and over again. There is no way to stop these questions from arising, it's just something we all have to deal with. I've learn this the hard way from other forums I've moderate before and that was years of experiences.
Also, if you've been PM'ed by a moderator, gotten a warning, or did something you think that has affected your reputation in a negative way from the view of the Moderation / Staff Team. Just try to accept it and learn from your mistake to not do it again. As I've said before, we're all quite lenient and will ignore your (first warning) mistake, if it doesn't happen again.

That was what I used to do until I got tired. You can try though. :p
I am against applying any more restrictions toward new users. I am aware that it is frustrating for the moderators to relocate threads (and send a warning) each time somebody unfamiliar to these boards 'go against the rules'... But let's admit it. This is a large website, and the overwhelming breadth of topics on the forums can easily confuse a new member. We all make mistakes sometimes, and overlooking those mistakes by the few is a expected compensation for being a part of large web community like this.

i agree to that. and i'll tell you guys from a personal and mod's point of view view that i hardly read any FAQs or Rules in the past or previous forums i've inhabited. rather, i pick things up along the way. i've moved my fair share of wrong topic post from various categories. i just PM the user about what he/she did and what should be done and that was the last time i need to do anything with that user.
people are lazy, you cant shove an engine in their ass and expect them to start moving. give them a break and apply the three strikes rule before any ban. that's my moderating policy. :cool:

I would apply the three strike rule, and once a rule/s were broken three times, a ban would set in motion. Of course, the first time the ban would be a few days, next a month, and after that 3 months.
If after a 3 month period, said member can not grasp the rules, or just does not want to follow the rules, then they are permanently banned.
Not everyone will agree with ideals like this, belive me I speak from experience here, but you may notice that, its almost always the people who break rules or do somthing wrong/in the wrong, that are complaigning.
Just my two cents though.

and people should learn from their mistakes. if their dumb enough not to get it, then what else can we do rite??
as for people speaking languages other than english. I'm sure that someone in this community speak your language. so dont be affraid to post something in your language, providing you tell us that it is jap(for example) in the subject line.
