Its a disc image. You need a software burning program that burns images. I use nero but you can look for a free one online.

I downloaded it and play it with PCXS2 a PlayStation 2 emulator. I've also seen that the game runs better on the emulator than on the PS2, if you have a good processor and video card. The emulator also runs disc images so you don't have to burn it to a disc.
